ASSOCIATED CIVIL PROTECTION SERVICE
At the Union of Municipalities Valdarno and Valdisieve is established the Associated Service of Civil Protection and in particular the INTERMUNICIPAL CENTER OF CIVIL PROTECTION OF VALDARNO AND VALDISIEVE.
The Associated Civil Protection Service is the civil protection unit committed to facing, in an emergency, local events, as required by current legislation, under the direction of the Mayor of the Municipality concerned by the event.
AT THE ASSOCIATED SERVICE IS ESTABLISHED THE CE.SI. (SITUATION CENTER) WHICH GUARANTEES A 24-HOUR ON-CALL SERVICE 365 DAYS A YEAR for civil protection events and emergencies and guarantees the flow of information between the event area and the provincial operations room, as well as offering support functions in the management of civil protection events.
THE ASSOCIATED CIVIL PROTECTION SERVICE ALSO HAS THE FOLLOWING FUNCTIONS:
a) Performs the administrative functions concerning the civil protection activities of municipal competence that can be delegated in an associated form;
b) Prepares and updates civil protection planning, at municipal and inter-municipal level;
c) Integrates and supports the municipal organization in an emergency and responds to the authority of the mayor (s) concerned for the events indicated above;
d) Verifies the Intermunicipal Plan and organizes periodic exercises.
e) Promotes and implements initiatives aimed at promoting knowledge and growing the culture of Civil Protection in the territory.
f) Maintains external relations with all Bodies (Municipalities, Province Region, Prefecture, Voluntary Associations, etc.) with specific functions and responsibilities in the field of Civil Protection.
g) Requires funding related to the exercise of the civil protection function.
h) Manages personnel and means, of the Union of Municipalities and Associated Municipalities, identified in the Intermunicipal Plan and according to the methods and limits provided for in the Plan itself.
i) Manages in a unified form the post-emergency in the damage census activity.
j) Manages in a coordinated manner the funds made available by other bodies and intended for the Civil Protection service.
k) Takes care of the training and exercise of civil protection personnel.
l) Takes care of the coordination of the civil protection activities of the Voluntary Associations present in the territory in order to establish an integrated system of volunteering to support also through the enhancement of aggregative tools.
m) Maintains the daily connection with the regional functional center, the provincial operations room, and with the institutional sites and civil protection alert systems.
n) Implements the verification and supervision of events in real time, as well as the comparison of their evolution with the expected risk levels.
o) Implements the communication and dissemination of good practices, on the correct behavior that everyone must keep in the emergency.
p) Maintains in efficiency and implements the inter-municipal system of radio communications for the purposes of civil protection and maintains in efficiency the instrumental and material resources supplied to the Associated Service
q) Realizes specific investments, provides for the purchase of equipment, material and instrumental resources common for the specific purposes of civil protection, as well as their maintenance in efficiency.
ORGANIZATION
The Associated Office of Civil Protection is based at the Union of Municipalities Valdarno and Valdisieve, Intermunicipal Center of Civil Protection, via Duca della Vittoria n. 180 - Rufina Railway Area (FI).
The Office is composed of technical and/or administrative staff of the Union of Municipalities and/or individual Municipalities; the Office's tasks are the ordinary and operational technical and administrative functions identified for the Associated Service
At the Intermunicipal Center of Civil Protection, the Intermunicipal Situation Center (Ce.Si) and the Intermunicipal Operations Center with 24-hour hours have their physical headquarters.
The Associated Office of Civil Protection guarantees its continuous operation in an ordinary way on weekdays from Monday to Thursday from 8 am to 6 pm and Friday from 8 am to 3 pm.
In the remaining hours, on Saturdays and holidays, the Civil Protection On-Call Service is active.
