KAPP call for proposals: Preparedness

The ‘Preparedness’ topic of the KAPP call tackles demonstrated preparedness gaps relevant for the UCPM community. Whether focused on a specific hazard or solutions applicable to all hazards, the funded activities will provide tools and approaches that can be taken up and used by other members of the UCPM community.

Institutional preparedness and individual capacity strengthening are the priorities under the Preparedness topic. They have been chosen as they are two interlinked aspects of preparedness that can profit from members of the UCPM community working together to exchange expertise and collect good practices, generating tools and approaches that other UCPM community members can benefit from. Proposals can focus on both priorities or just one.

Organisations applying are encouraged to link their activities to the Union Civil Protection Knowledge Network and make use of its tools and services.

What is meant by preparedness?

Within the UCPM, the decision No 1313/2013/EU of the European Parliament and of the Council of 17 December 2013 on a Union Civil Protection Mechanism defines preparedness as “ … a state of readiness and capability of human and material means, structures, communities and organisations enabling them to ensure an effective rapid response to a disaster, obtained as a result of action taken in advance”.

Priority 1: Institutional preparedness

With the risk landscape evolving due to the increasing complexity of disasters and the impacts of climate change, institutions with a role in disaster risk management are meeting these challenges by adapting their work. This call topic is an opportunity for organisations to come together in preparedness initiatives, working within and between organisations as well as across sectors and borders.  

The Institutional Preparedness priority will support better cooperation between different stakeholders, especially in applying lessons learnt and adapting existing structures and processes to meet evolving demands.

Activities will tackle gaps relevant to the UCPM community such as in communication, information management, facilitating the transfer of knowledge, integration of new approaches and innovative research, as well as the involvement of relevant stakeholders including the general public in preparedness activities. 

Outcomes

Lessons Learnt

Lessons learnt at individual level are integrated into existing or new capacity strengthening activities.

Knowledge sharing

Development of knowledge sharing at individual level against critical/common risks (floods, wildfire, earthquakes, CBRN and medical emergencies), new emerging risks, prolonged emergencies or concurrent disasters.

Integration of research and innovation

Integration of research and innovation outcomes into civil protection and disaster risk management capacity strengthening activities.

Showcasing capacity development

Identification and showcasing of capacity-development activities at regional, national, and local levels that could be applied in other contexts.

Priority 2: Individual capacity strengthening

This priority brings together different stakeholders to share knowledge and develop skills, and to make them available throughout the UCPM community.  While project consortia are free to identify specific capacity gaps, areas of focus already identified by the UCPM include floods, wildfires, earthquakes, Chemical Biological Radiological and Nuclear (CBRN) and medical emergencies.

Proposed activities to develop skills, expand relevant knowledge and improve the capacity and performance of individual experts or functional groups should be complementary to the UCPM and national training programmes, without duplicating ongoing activities.

Lessons learnt

Development of solutions based on lessons learnt to integrate real life experiences into existing structures and processes.

Integration of stakeholders

Integration of a broader range of stakeholders - such as science and research, political and technical decision makers or the general population - into preparedness activities and boosting the potential of disaster risk management partners. 

Broadened reach

Strengthened relationships between stakeholders already part of the disaster risk management community, while extending its reach into other sectors.

Transfer of research and innovation

Facilitated transfer of research and innovation into civil protection and disaster risk management planning and operations through agile learning and faster and more effective feedback.

Sharing of knowledge and capabilities

Development and sharing of knowledge and capabilities against critical/common risks, new emerging risks, prolonged emergencies or concurrent disasters.
