On 20 March, the President of the European Commission, together with the High Representative / Vice President, asked Special Adviser Sauli Niinistö – Former President of the Republic of Finland – to write a report on how to enhance Europe’s civilian and defence preparedness and readiness by October 2024. This report has the purpose of assessing the complex challenges the EU and its Member States face in a volatile geopolitical landscape and present recommendations to enhance the preparedness and readiness of the EU.
