The eighth Modules Table-Top Exercise of the 11th cycle took place from 9th to 13th October 2023 in Belgium. The scenario which was trained was floods due to torrential rain. A total of 27 participants (20 Modules Key Personnel, 5 EUCPT and 2 TAST) took part in the exercise.
The eighth Modules Table Top Exercise took place from 9th to 13th October in Hasselt, Belgium. The exercise was hosted by the Federal Public Service Home Affairs – Directorate-General for Civil Protection of Belgium.
The scenario was severe flooding caused by widespread heavy rain and storms, affecting several provinces and causing major flooding in the Demer, Maas and Vesder valleys. The flooding impacted several Seveso sites, causing an added complication and need for CBRN measures. The affected area was not limited to Belgium, but also included areas in the Netherlands. Therefore, a cross-border disaster scenario was played out. The exercise involved role players from both Belgium and the Netherlands. This type of scenario catalysed the training audiences' thought processes to consider other depths of preparedness and awareness, as there are many aspects to take into account when considering a possible deployment in a neighbouring country.
The Exercise was hosted by the Federal Public Service Home Affairs – Directorate-General for Civil Protection of Belgium in cooperation with the rest of the consortium, formed of the German Federal Agency for Technical Relief (THW-DE), the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR-SI), the French National Fire Officers Academy (ENSOSP-FR), the Ministry of the Interior of the Republic of Croatia (MUP), the Danish Emergency Management Agency (DEMA-DK) and the Escola Nacional de Bombeiros (ENB-PT).
There were 27 participants from 9 different countries comprising of ten Modules Key Personnel teams, an EUCP Team and a TAST who took part in this exercise. Including Exercise Control (EXCON), certifiers, trainers, role players and support staff, about 70 persons were involved in the exercise.
