EU launches stockpiling strategy to boost crisis preparedness

The European Commission has launched the EU Stockpiling Strategy, a key initiative under the Preparedness Union Strategy (PUS) designed to strengthen Europe's preparedness in the face of escalating geopolitical tensions, climate-related disruptions, and supply chain vulnerabilities exposed by recent crises such as the COVID-19 pandemic and Russia's aggression against Ukraine.

The strategy aims to ensure Member States can maintain essential goods—including food, water, medicines, and energy supplies—to keep vital societal functions operational during emergencies.

Key components include establishing an EU Stockpiling Network to enhance coordination and interoperability among Member States, employing strategic foresight to proactively identify critical supply needs, creating targeted EU-level reserves under mechanisms like rescEU, upgrading transport and logistics capabilities for rapid deployment, and reinforcing civil-military as well as public-private partnerships.

By shifting from a reactive to a proactive approach, the strategy emphasises preparedness, resilience, and effective resource management to better protect citizens across Europe.
