Outcome report: Scientific research needs assessment
UCPM member and participating states indicated their scientific research needs in an assessment carried out in November of last year.
With the increasing impact and complexity of natural and human-induced disasters, identifying, assessing and understanding disaster risks is critical. Scientific knowledge in the areas of civil protection and disaster management is abundant, however, gaps do still exist. Part of the mission of the Science pillar of the Knowledge Network is to support in filling these gaps.
To this end, in November 2023 an assessment on scientific research needs was carried out with UCPM member and participating states under the framework of the Science and Planning in the DRM Working Group of the Knowledge Network.
With 93 responses to the survey, staff from member and participating states indicated their needs with respect to 16 natural and human-induced hazards, as well as for topics falling under the Union Disaster Resilience Goals. The natural hazards which were ranked highest in terms of research needs were floods, wildfires and health threats. The effects of cyber security incidents, blackouts and energy disruptions, as well as population displacements in emergencies, ranked highest among human-induced hazards.
The prioritisation of hazards from this survey shows a similar ranking to the ‘Overview of natural and man-made disaster risks the European Union may face’, which measures the most common risks in National Risk Assessments in the EU.
