The SCOR-DRM project is now being implemented

With several months of coordinated efforts already ongoing, the project marks a significant step toward improving Romania’s disaster risk management (DRM) system through the development and implementation of a strategic coordination process at the level of the Ministry of Interior's Department for Emergency Situations (DSU), with the organizations involved in DRM.

Strengthening Strategic Coordination in Disaster Risk Management

Co-funded by the European Union through the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) under the Union Civil Protection Mechanism – Technical Assistance for Disaster Risk Management – Track 1 (UCPM-2024-TRACK1), the project focuses on strengthening internal institutional capacity while aligning coordination mechanisms with national and European-level priorities.

Under WP2, the project carries out a comprehensive strategic context analysis and mapping of internal and external workflow processes. This work aims to improve procedural coordination, identify system vulnerabilities, and clarify the interaction between stakeholders involved in disaster risk management, ultimately supporting a stronger institutional framework for decision-making and intervention.

In parallel, WP3 focuses on the medical component of the emergency response system, addressing the need for standardized procedures, institutional collaboration, and harmonized implementation of national protocols. This will result in tested and validated guidelines and toolkits designed to ensure cohesive action in crisis situations involving medical emergencies.

Complementing these efforts, WP4 addresses the communication dimension in DRM, identifying system gaps, adjusting procedures, and developing a practical guidelines manual for communication experts. Through workshops and inter-institutional engagement, this work package ensures consistency and effectiveness in both internal and public-facing communication during emergencies.

The project is implemented by the Ministry of Internal Affairs, through the Department for Emergency Situations (DSU), in collaboration with the General Directorate for Human Resources Management (DGMRU), the General Directorate for Logistics (DGL), and the General Directorate for Internal Protection (DGPI).

Running for 24 months (January 1, 2025, to December 31, 2026), the project benefits from a total budget of EUR 479,616.80, of which EUR 455,635.96 (95%) represents non-reimbursable EU funding.

SCOR-DRM contributes to a more cohesive and prepared national disaster risk management system by reinforcing DSU’s institutional role, improving inter-agency processes, and advancing Romania’s alignment with European standards in the field of civil protection.
