Wildfire Command and Control Practices - Training at Valabre (ECASC)

This wildfire simulation training course is designed to provide training for Incident Commanders and Incident Management Team officers in Participating States, to work in the context of the EUCPM activation. We will look at questions such as 'How can we involve EUCPM modules and foreign experts in national command frameworks?' and 'How can we upgrade the interoperability on site?'

Wildfires

The European Commission's funded project FIRE-RES [1] aims to accelerate the transition towards a new paradigm which tackles the main known factors to design and implement prevention-preparedness, detection-response, and restoration-adaptation activities. 

Background

In our shared European risk landscape, natural disasters, such as wildfires, do not respect national borders and require increased collaboration among Member States. With the increasingly frequent activation of the Union Civil Protection Mechanism, strengthening the cooperation between the EU Member States and Participating States, Europe is crucial in order to prevent, prepare for and respond to disasters. 

This course supports training of Incident Commanders within Member States and Participating States to work within the different command frameworks, helping to improve the efficiency of the EUCPM.

Goals to be achieved by attendees at the end of this course:

  • Structure, organise and drive their national command and control systems to optimise integration and use of EU modules and experts.
  • Identify quickly key persons and functions in an incident management organisation, when arriving abroad to provide support
  • Give the best interaction and integration, when providing international assistance under EU banner to foreign disaster affected countries.

Applicants profile

  • Civil protection officers from Participating States i.e. disaster management responders, who regularly take part in real operations.
  • Incident Commanders or high ranked officers with deep command skills and Incident Command Post (ICP) functions instruction. 
  • Applicants certified by Union Civil Protection Mechanism: Introduction Course (CMI, OPM, SMC, ODC or ODC ADV), would be an additional value.
  • English fluent (minimum B2)
