ANEPC is the national authority on emergency and civil protection, being a central service, of the direct administration of the State, endowed with administrative and financial autonomy and its own assets.

The MISSION of ANEPC is to plan, coordinate and implement emergency and civil protection policies, including in the prevention and response to serious accidents and disasters, the protection and relief of populations, the coordination of civil protection officers, in the legally foreseen terms, and to ensure the planning and coordination of national needs in the area of civil emergency planning, to deal with crisis or war situations.

Its mission is also to promote the application, supervision and inspection of compliance with laws, regulations, standards and technical requirements applicable within the scope of its duties.

As a national authority, it articulates and coordinates the actions of entities that develop, in accordance with the law, emergency and civil protection and protection and relief competences.

ANEPC oversees protection and relief activity in mainland Portuguese, with a central service in Carnaxide, five Regional Commands and eighteen District Commands.

Under the tutelage of the Ministry of Internal Affairs, we maintain cooperation with various public services, from other Ministries, and private, from various sectors, responding to the great objective of the Integrated System of Protection and Relief Operations, to ensure coordination structures, regulations and procedures on which the figure of the Single Command contributes to an articulated protection and relief, in full respect for the internal organization of all those who contribute to this mission.

At international level, ANEPC actively contributes to the European Civil Protection Mechanism, both as a provider of solutions for affected populations and as a receiver of additional resources, bearing in mind the principle that no one is ever prepared for everything in isolation.
