Description
BELICE’s aim was to design a methodology and provide training on it to perform the initial assessment (ASR1) as current first responders training does not cover this aspect of emergency intervention. The project brings together operational (USAR teams) and non-operational actors (LLAA, disaster managers) who will be trained on a standard methodology. The methodology for operational and non-operational actors is reflected into two easy-to-use tools (a manual and handbook for trainers on ASR1). The project begins by analysing case studies and 12 senior experts delivering a manual on ASR1 to a group of experienced trainers during four field courses. The manual is then tested in the field, in the unique location of Poggioreale in Sicily, to prove that it has been applied correctly. Following this, an evaluation is conducted. BELICE is carried out by a strategic partnership of three public bodies from Italy, France and Denmark: CNVVF, THW, EcASC, a civil protection national authority, DPC, and a SME, Timesis. It is also supported by the UN OCHA Secretariat and the Sicily Region.
