The ''Strategy for Disaster Risk Reduction of the Government of Montenegro with the Action Plan for the period 2025-2030” aims to develop a Strategy for Disaster Risk Reduction for Montenegro, and an Action Plan for the period 2025-2030. The activities aim at strengthening the capacity of society and state/local institutions in response to various types of natural and human-induced disasters.

Description

The project refers to the development of the Strategy for Disaster Risk Reduction of the Government of Montenegro with the Action Plan for the period 2025-2030. Having in mind the global disruptions in the market affecting the most vulnerable population, ever-changing context of disaster risk management, COVID-19 pandemics as well as conflict in Ukraine, the number of people at risk and economic damage from disasters have increased significantly over the past years. All these pointed to the need for improvement of laws, strategies and plans for disaster risk reduction to create conditions for a more comprehensive and efficient implementation of goals and priorities of the Sendai Framework for Disaster Risk Reduction in the years to come. 

DRRS MNE will aim to include activities referring to reduction and prevention of the occurrence of new risks as well as to strengthening the capacity of society and state/local institutions in response to various types of natural and human-induced disasters. The Disaster Risk Reduction Strategy with Action Plan will be a key strategic document for implementing and monitoring the country risk reduction priorities by setting strategic and operational objectives, establishing key roles and responsibilities of government and non-governmental actors and identifying technical and financial resources. It would further define gender-responsive goals, targets and key actions in the area of risk reduction, risk awareness, resilience and risk culture. Development of this Strategy will be a logical continuation of Montenegrin efforts to further improve institutional preparedness to strengthen disaster and climate resilience, after completing the work on development of Disaster Risk Assessment and Disaster Risk Management Capability Assessment.
