Evidence-based, effective, and efficient disaster risk reduction (DRR) and climate change adaptation (CCA) assessments, policies, and strategies require knowledge and data. The Loss Data Enhancement for DRR and CCA Management (LODE) project focused on developing optimal post-disaster damage and loss data information systems for DRR and CCA in order to enhance understanding of the impacts of disasters and, in doing so, support the requirements set by policies and strategies aimed at risk mitigation and CCA at national, European and international level.

The LODE proposal built on the prior experience of partners in collecting, storing, organising and using disaster damage and loss data at different levels of government to support a variety of applications, ranging from accounting, to forensic analysis of disasters and enhancement of risk modelling capacities.

Different stakeholders (public officials, service providers, insurers and researchers) responsible for damage in one or more sectors already collected and used data for compensation, learning, prioritising interventions and resource allocation.

The novelty of the LODE project was the sharing of both data and uses, providing added value for all stakeholders involved. The project used a cyclical and adaptive approach to learning from past events to prevent future risks. It developed an inclusive damage and loss data model by establishing an information infrastructure for recording damage to multiple sectors at relevant spatial and temporal scales.
