Germany’s most fire-prone region undergoes a UCPM wildfire peer review

A thematic peer review on the wildfire risk management system and capabilities of the Brandenburg state takes place this week (18 to 22 November 2024). Four experts (peers) from Spain, Italy and Portugal are taking part in the on-site mission.

The preparation of the peer review for the Land of Brandenburg was entrusted to its School and Technical Facility for Fire and Disaster Protection, or “Landesschule und Technische Einrichtung für Brand- und Katastrophenschutz (LSTE)”. The LSTE is supported by the national civil protection authority, the Federal Office of Civil Protection and Disaster Assistance (BBK). Brandenburg requested a thematic peer review with the following key focus areas:

  • Governance of wildfire risk management: overall governance as well as the legislative and institutional framework;
  • Wildfire risk management planning: legislative framework, roles of stakeholders, prioritisation of measures, monitoring-evaluation-reporting, policy coherence;
  • Wildfire prevention: legislative framework, landscape management, fire use laws-guidelines-enforcement, innovation and knowledge services;
  • Wildfire preparedness: legislative framework, training-exercises-international exchanges;
  • Recovery and lessons learned: legislative framework, lessons learned, data collection and analysis.

The team is accompanied and supported by the European Commission and its Directorate-General for Civil Protection and Humanitarian Aid Operations (DG ECHO), as well as the technical consultant CMCC, Euro-Mediterranean Centre on Climate Change.

Background

Through the Peer Review Programme, the European Commission and its DG ECHO support EU Member States, UCPM Participating States, eligible third countries and the European Neighbourhood Policy (ENP) partner countries to review their disaster risk management (DRM) policies and practices by taking stock of strengths and weaknesses and putting forward recommendations to increase their effectiveness.

Based on an independent analysis conducted by peers from UCPM countries, peer reviews are a strategic tool for strengthening resilience against disasters at the European, national, and sub-national level, with one of the main objectives to exchange knowledge.
