Connecting Europe Facility (CEF)

Connecting Europe Facility (CEF) is the key EU funding instrument for strategic investments in transport, energy and digital infrastructure across the EU and the third countries associated to CEF, Ukraine and Moldova. In doing so, CEF contributes to delivering the European Green Deal, advancing the EU’s decarbonisation objectives, and fostering economic growth, job creation and competitiveness.

What does it finance?

The Connecting Europe Facility (CEF) supports the development of high performing, sustainable and efficiently interconnected trans-European networks in Transport, Energy and Digital communication infrastructures. This includes actions improving infrastructure resilience, in particular to climate change, natural hazards and security, such as the dual-use infrastructure under the Military Mobility budget of the Transport sector.  

What kind of funding does it provide?

CEF provides funding in the forms of grants and procurement and contributes to attract private investments.   

Which authorities are responsible for this instrument?

The European Climate, Infrastructure and Environment Executive Agency (CINEA) is responsible for implementing CEF Transport and Energy, in cooperation with the Directorate-General for Mobility and Transport (DG MOVE, European Commission), and the Directorate-General for Energy (DG ENER, European Commission).  

The European Health and Digital Executive Agency (HaDEA) is responsible for implementing CEF Digital, in cooperation with the Directorate-General for Communications Networks, Content and Technology (DG CONNECT, European Commission). 

Which countries are eligible?

EU Member States and third countries associated to the programme (at present Ukraine and Moldova). 

Who is this call for?

  • legal entities established in an EU Member State;
  • legal entities established in a third country associated to the programme (at present Ukraine and Moldova);
  • legal entities created under Union law;
  • international organisations.  

Legal entities established in a third country which is not associated to the programme may exceptionally be eligible to receive support under the programme, where this is indispensable for the achievement of the objectives of a given project of common interest.

Applicants can submit an application when a call has been published and open for submission via the specific topic page.
