European Civil Protection Forum 2018
6th edition of the Civil Protection Forum, organised by the European Commission on 5 and 6 March 2018 in Brussels.
About the Forum
A landmark event organised by the European Commission's Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), gathered some 900 representatives from the European civil protection community.
This included EU Member States' governments, civil protection authorities in Europe and the European Neighbourhood, first-line responders, academia, international organisations, NGOs and European institutions to discuss the current developments in the Union Civil Protection Mechanism framework and put forward new ideas for tackling common challenges.
Aims
The 2018 Civil Protection Forum aimed to:
- Provide a space for discussing with the main stakeholders of the UCPM on pressing policy questions which are likely to shape future development of the UCPM
- Serve as a sounding board for new ideas and developments in the sphere of civil protection and disaster risk management, including cooperation at EU level and with neighbouring countries beyond 2020
- Facilitate networking, mutual learning and cooperation within the European civil protection community
Civil Protection in a Changing Risk Landscape
The central theme of the 2018 Forum was "Civil Protection in a Changing Risk Landscape" and provided an opportunity to reflect on the current and future role of the UCPM at a time when changes in the global risk landscape were already affecting the mandate of civil protection authorities, at local, regional, national and European level.
The European Civil Protection Forum 2018 built on four strategic pillars:
- Strengthening preparedness: Enhancing Europe's collective capacity to respond.
- Simplifying response: Every second counts.
- Scaling up prevention: Small actions, big changes.
- Fostering Resilience: Working with Europe's neighbourhood.
These four policy axes ran in parallel, each one proposing a series of breakout sessions to allow for an in-depth discussion of selected key issues.
