A LOT2 EU MODEX field exercise will be hosted by France in Lyon area, during 28th of February - 03rd of March 2023, focused on CBRN response in a complex scenario.
A major storm in the S/E of France generates several incidents on the site. Assistance will be requested through UCPM, following the consequences of the storm. Participating modules from four countries will put their skills to jointly cooperate in a scenario of significant CBRN incidents, in an EU nation. The accepted modules are expected to arrive on 28th of February, in the morning.
This is the third exercise conducted by LOT2 MODEX Consortium within Cycle 11. The aim of the module field exercise is to give the opportunity to CBRN-related modules and capacities to have a functional exercise at European level, according to Union Civil Protection policies and procedures.
An overview of the scenario
On the 22nd of February the French national weather forecast agency announces that a major storm is due to occur in the South-East of France, heading towards the city of Lyon. Local authorities and all public services are on high alert and first responders expect important damages and perhaps some casualties. On Saturday 25th, a very strong storm reaches the south of the Rhône district and heads North-East following the Rhône River, hitting many industrial sites. Buildings and houses are damaged and many industrial sites are affected. Due to the amount of SEVESO sites affected, France requests assistance to ERCC for CBRN Modules through the UCPM.
Modules from four countries will participate in the field exercise
The exercise will start on 28th of February 2023 and will end on 03rd of March 2023. The exercise staff will arrive on 27th of February 2023 and will have the internal briefings and build up the exercise control structures. This CBRN-related exercise hosted by France will benefit of the participation of 5 specialized modules from 4 countries: France, Germany, Italy and Romania. The communication platform will be provided with the support of FENICS module (other response capacity), from France.
The CBRN DET from Türkiye and Czech Republic cancelled their participation in the exercise due to the earthquake which severely affected Türkiye on 6th of February. With the support of French colleagues, and additional CBRN-DET local module was added to the exercise to support the organizing country in challenging more, the other participating modules.
All the teams will put their skills, protocols and gear to the test, but the most important thing will be seeing how well they can coordinate with one another in the field.
