This information-day event will highlight research topics covered within the 2026 calls for proposals in Horizon Europe Cluster 3 “civil security for society” that offer funding opportunities to research institutions, universities, industries, SMEs, civil society organizations and relevant security practitioners and stakeholders.
The event will cover key areas such as disaster-resilient societies, fight against crime and terrorism, border management, cybersecurity, and infrastructure protection. Participants will also benefit from practical information on how to apply, as well as opportunities to network and build consortia for future project proposals.
Examples of open topics relevant to disaster-risk management include the following. They have been further designed jointly by DG HOME and DG ECHO to support the Preparedness Union Strategy, be relevant for Member States' needs, and connect more with operational instruments, such as the Knowledge for Action in Prevention and Preparedness (KAPP) calls or the European Civil Protection Pool (ECPP). All open on 06 May 2026 and close on 05 November 2026:

In addition, a recent publication by the European Commission showcases 10 EU-funded projects that are building societal resilience and citizen engagement, with the shared aim of better anticipating, managing and recovering from such crises. There is an urgent need for holistic solutions that improve anticipation, prevention and response, through innovations such as advanced early warning systems and more robust decision-making support. It is also critical that such solutions actively involve communities and strengthen the capabilities of first responders.
