The C4T Groundwork call for applications provides targeted technical assistance to public authorities to help them prepare and implement Cohesion Policy funds under Policy Objective 2 (PO2) – a greener, low-carbon Europe.
C4T Groundwork supports initiatives that advance the green transition, including areas such as climate adaptation, strengthening disaster risk prevention, and resilience. The assistance may cover support for project pipelines and development, capacity building, stakeholder engagement, cooperation, and co-funding.

It provides technical support to eligible public authorities, helping them with the implementation of Cohesion Policy investments under PO2: ‘A greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe’.
The European Commission - through its Directorate-General for Regional and Urban Policy.
EU Member States, including regional and local authorities. The European Commission will select around 12-15 beneficiaries under this call.
Eligible applicants include managing and implementing authorities of European Regional Development Fund and Cohesion Fund programmes, as well as other authorities involved in the PO2-related investments.
