Joint Assistance to Support Projects in European Regions (JASPERS)

JASPERS, a partnership funded by the European Commission and the European Investment Bank (EIB), advises on strategies and projects that contribute to a greener, more connected, and more innovative Europe. Its support helps beneficiaries align their projects with the highest EU standards, improving their chances of securing EU funding.

What does it finance?

JASPERS assists beneficiaries in developing projects independently and thoroughly, taking into account a variety of factors and complexities and increases their chances of receiving and deploying EU funding. It prepares projects to: build sustainable transport, cut fossil fuel use, expand innovation, enhance education, offer better healthcare, improve access to clean water and waste management, promote a circular economy, and support the green transition.  

JASPERS’ support covers activities including project preparation, feasibility studies, cost-benefit analyses, and environmental compliance. It also conducts independent project appraisals, supports project implementation, and offers extensive capacity-building services such as training, workshops, and knowledge exchange. 

In addition, it assists in strategic planning and the development of investment pipelines through horizontal and sector-wide advisory services. This holistic approach strengthens institutional capacities and ensures that projects are well-prepared, economically sound, and aligned with EU priorities. 

What kind of funding does it provide?

JASPERS offers project advice and technical training free of charge. It supports the entire project cycle, from planning to execution as well as technical training.  

Which authorities are responsible for this instrument?

JASPERS operates based on country work programs prepared through cooperation with the beneficiary country and the European Commission. These plans list the investment projects that JASPERS may assist through individual assignments. A Managing Authority acts as the central coordinator for each country and requests assistance from JASPERS. Member States or Enlargement Countries remain the owners of the projects. 

Which countries are eligible?

EU Member States, Enlargement and Eastern Neighbourhood Countries. 

Who is this call for?

JASPERS offers project advice and technical training free of charge to national, regional and local authorities, as well as to other beneficiaries of EU funds, to ensure that projects are carried out to the highest social and environmental standards. The programme is available to beneficiaries of the following EU grant funds: European Structural and Investment Funds (ESIF), including the Just Transition Fund (JTF), and the Connective Europe Facility (CEF) funds.
