This practical multi-risk index integrates multiple hazards and social vulnerability factors to support disaster-risk reduction decision-making. Using probabilistic data and stakeholder-driven weighting, the index highlights priority hotspots, demonstrated here for earthquake and flood risk across Italy, while showing how results shift with different policy priorities. Its simplicity and reliance on open data make it suitable for adoption in a wide range of national and transnational risk-management contexts.
