Abstract

A long-lasting, full-coverage power failure in the event of a major crisis can quickly push the government's crisis management capacity to its limits. People also have an increased need to receive information.
In this context, local emergency support hubs could be a really interesting topic for national and local authorities.

This publication summarises the findings of an interview study on the experiences of establishing and implementing local emergency support hubs (LESH) in Germany.
It also presents good practices and obstacles in the implementation of the LESHs, and considers their positioning in the warning system.
