This document sets out the ABC Protection Concept NRW “Messzug NRW”, outlining the operational requirements for responding to incidents involving the release of hazardous CBRN (chemical, biological, radiological and nuclear) substances in North Rhine-Westphalia. It defines the responsibilities of municipalities, districts and independent cities in accordance with the Fire Protection and Assistance Act (FSHG), particularly in large-scale incidents requiring supra-local support. The concept establishes a two-tier system for measurement deployments to ensure both local baseline protection and coordinated regional assistance. It specifies minimum standards for measurement capabilities and emphasises the essential role of specialist CBRN advisers in interpreting results and guiding operational decisions. The aim is to ensure consistent, compatible and comparable procedures across the state during major CBRN incidents.
