This draft framework concept is drawn up by the federal-state working group "Decontamination of (injured) persons – exchange and coordination of procedures and concepts" on the basis of the concept developed by the state of Rhineland-Palatinate.

The aim of this concept is to formulate a recommendation for the decontamination of injured persons that can be implemented nationwide. The basis for this was the existing hazard control potential, which urgently needed to be supplemented and optimised. This refers to personnel, materials, procedures and training.

Before receiving treatment in a hospital, injured persons must be decontaminated. As a general rule, the decontamination of injured persons should take place as close as possible to the scene of the incident. This is done using mobile or prepared stationary decontamination facilities. Based on experience with attacks (e.g. Tokyo, 1995), hospitals must be prepared for contaminated injured persons.
