This document outlines a bachelor’s thesis that develops a strategic concept for the CBRN units of the Hamburg Fire Brigade. It examines the current situation, including existing radiation measurement and decontamination concepts, and proposes methods to restructure personnel and adapt federally provided civil protection equipment for routine hazardous materials incidents. Based on a defined planning scenario, different CBRN unit configurations are developed and evaluated using a scoring analysis that considers operational performance, technical feasibility, costs, training effort and implementation time. The work concludes by addressing cooperation between professional and volunteer fire services and proposes an organisational structure for large-scale civil protection operations, followed by a critical discussion and outlook.
