The Knowledge for Action in Prevention and Preparedness (KAPP) is a funding opportunity for projects in disaster prevention and preparedness, and for full-scale field exercises under the Union Civil Protection Mechanism (UCPM). It is the result of the integration of three previously separate calls funded under the Mechanism: “Prevention and Preparedness”, “Knowledge Network Partnership” and “Full-Scale Exercises”.
The first edition of the KAPP call was published on 14 February 2023; it was open to applicants from EU Member States and UCPM participating states, as well as neighbouring countries.
The KAPP call aims to support civil protection and disaster risk management actors by funding activities that improve their knowledge, skills, and cooperation on disaster risk prevention and preparedness, as well as by providing a testing environment and learning opportunity through full-scale field exercises.
The call has three main topics: (1) Prevention, (2) Preparedness and (3) Full-scale exercises, each defining their specific priorities, e.g., risk awareness, early warning or institutional preparedness. All topics and priorities are aligned with the Union Disaster Resilience Goals: the project activities support the implementation of the goals and contribute to a more effective and coherent EU response to disasters.
The 2023 call resulted in a total of 30 proposals submitted, of which 16 were selected for funding.
A total amount of EUR 13.7 million have been made available to co-finance the selected projects. This is an increase of EUR 2.6 million when compared with the combined budget of the Knowledge Network Partnership and Prevention and Preparedness calls in 2022 (the UCPM Full-Scale Exercises call for proposals was not implemented in 2022).
The success rate of proposals submitted and then awarded varied between topics, from 50% under the Preparedness topic to 67% under the Full-scale exercises topic.
The consortia of successful proposals brought together 115 different organisations from 28 countries, with the most active participation of stakeholders from Italy, Spain and Germany.

More information on all funded projects will soon be available on the Knowledge Network platform, where project websites are integrated. This way, the platform can serve as a central hub for gathering and sharing risk knowledge and support sustainability of the project results.
