The Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) has published a dedicated page, UCPM 25 years, with facts and figures, the emergency response step by step, a timeline of milestones and stories from the field.
The Mechanism has changed since 2001. It began as a way to coordinate help after major emergencies. The Emergency Response Coordination Centre (ERCC) opened in 2013 as its operational heart. In 2019, rescEU added a European reserve of firefighting aircraft, generators and other equipment. In December 2021, the Union Civil Protection Knowledge Network was launched to connect Europe’s civil protection community and help it share what works.
Today the Mechanism works at every stage of disaster management. In prevention, it helps countries assess risks and share good practices. In preparedness, it supports early warning, joint training, cross-border exercises and the pooling of response capacities. In response, a country asks for help and the ERCC shares the request, matches needs with offers and coordinates the delivery. Any country in the world can ask for help, for any type of disaster, including health emergencies and industrial accidents. All 27 EU Member States and 10 participating states take part.
Some operations have shaped the Mechanism. In 2011, it responded to the Fukushima nuclear accident and coordinated air and sea transport to repatriate third-country nationals from Libya, its first activation by an international organisation. In 2020 and 2021, it supported countries through the COVID-19 outbreak. Since 2022, it has helped Ukraine in Russia’s war of aggression: over 5,000 patients have been evacuated to hospitals in 22 countries, and in 2025 a full thermal power plant was moved from Lithuania, the Mechanism’s largest-ever coordinated logistical operation.
This summer, the Mechanism was activated 12 times for wildfires, bringing 24 firefighting planes, 17 helicopters and 835 firefighters to the countries that asked for help. After the earthquake in Venezuela in June, the EU coordinated around 750 first responders.
The anniversary will also be celebrated on Tuesday 3 November at the European Civil Protection Forum in Brussels.
