This is the first exercise conducted by LOT 2 MODEX Consortium within Cycle 12. The goal of this module filed exercise is to provide water-related modules and others capacities with the opportunity to conduct a practical exercise at the European level, aligned with Union Civil Protection policies and procedures.
Many central European countries face challenges related to more frequent and severe flooding events. Several risk factors (deforestations, construction and industrial activities,), attributable to climate change, affect the precipitation, movement of weather fronts and heavy weather dynamics. Austria is heavily affected by those developments across its territory, including the alpine regions, alpine forelands, the Bohemian Massif and the Vienna Basin.
The State of Styria has large mountainous areas with valleys and therefore main streams, that feed into the basins of the south-central part where the state capital of Graz is located. The State is heavily affected by climate-change induced risk factors for future flooding events. In particular, there is a significant change in the distribution of precipitation, with longer dry periods that affect the soil and torrential rainfall in short periods. Vanishing glaciers and less snow as well as changes in higher-altitude vegetation affect the absorbing capacity and surface runoff characteristics as well. Flash floods and landslide events are on the rise.
A request for international assistance has been launched on 15 November 2024 by the
Austrian Ministry of Interior to the UCPM Member States/ Participating States - after a
request from Styrian government to support their capacities.
All the participating modules crossed the physical border and arrived at the Reception and Departure Center (RDC). The modules were briefed on the current situation and met with the ERCC Duty Officer. After completing the RDC procedures the modules demonstrated their preparedness to handle media interactions.
Some members of the modules' teams are setting up the Base of Operations (BoO), while others have been assigned to evaluate the work sites, develop a joint action plan, and initiate field operations.
Mission mood!
Today, the modules faced rigorous challenges, including rescuing individuals from flood-affected areas, assessing heavily damaged buildings, delivering drinking water to those in need and minimizing significant financial losses.
The modules highlighted that exceptional results can only be achieved through teamwork and close collaboration with local authorities.
On the third day of the exercise, the modules were assigned tasks that could only be completed in collaboration with other participating modules. This tested their ability to work together and offer support beyond their core responsibilities.
As the evening approached, the highly anticipated official closing ceremony took place, providing an opportunity for participants to form lasting friendships.
