Caribbean Coast 3 (CC3) – Kick-Off 5 February 2026, Brussels

Programme CC3’s kick-off marks an important step in strengthening crisis and disaster preparedness and cooperation between Europe and the Caribbean, at a time when complex, cross-border risks demand coordinated and credible responses. The project is led by a consortium comprising KCR2 (Ministry of Justice and Security - NL), PPI - Prepared International GmbH, University of Bundeswehr Munich, Icelandic Department of Civil Protection and Red Cross Italy.

CC3 is designed to enhance operational readiness (procedural and technical), interoperability (local, regional and international), and strategic decision-making (i.e. Host Nation Support) across civil protection, emergency management, and crisis coordination frameworks. The focus is practical: shared scenarios, training, joint exercises, and evidence-based evaluation that can inform policy and operational improvement alike. 

The programme concludes with the ultimate test, scheduled for April 2027: a full-scale exercise in the Caribbean. 

Funded by European Union 

This initiative would not have been possible without European Union funding. The programme reflects not only financial commitment, but also strategic foresight: investing early in preparedness, cooperation, and mutual understanding before crises materialise. 

Constructive engagement 

The consortium equally acknowledges the leadership, openness, and constructive engagement of the participating authorities, emergency services, knowledge institutions, and operational partners across both continents. Their willingness to collaborate across jurisdictions and sectors is essential to building resilient crisis and disaster management systems.

A strong group of participants and stakeholders have already confirmed. At the same time, discussions are ongoing with additional government bodies, operators, NGOs, and specialised organisations that share the objective of strengthening crisis and disaster preparedness in multi-hazard and transregional contexts.
