On 16–17 September 2025, the CROSSFLOOD consortium met in Tallinn, Estonia, for a preparatory seminar ahead of the Main Planning Conference and the exercises planned for 2026.
The 2-days meeting focused on project management updates, Host Nation Support procedures, and the development of realistic scenario injects for the Full-Scale Exercise simulating cross-border flood response along the Romania–Ukraine border.
During the Host Nation Support Seminar and the Cross-Border Cooperation Workshop partners exchanged lessons learned from past emergencies in Romania and Ukraine, reviewed the recently updated EU HNS Guidelines, and discussed practical aspects such as reception centers, transit logistics, and operational coordination.
Breakout sessions allowed participants to explore injects combining flood response with challenges such as demining, CBRN risks, and night operations.
The seminar reinforced the importance of ross-border cooperation, interoperability, and scenario realism, setting the stage for the designation of participating modules by early November and paving the way for the upcoming Main Planning Conference.
