From 23 to 26 of October, the Austrian Red Cross facilitated the fifth installment of the EU MODEX series for lot 3 in cycle 11 in Wiener Neustadt, Austria. This event brought together various international emergency response teams, providing a platform for them to sharpen their skills, engage in collaborative efforts, and assess their readiness in the context of a comprehensive earthquake.
The EU MODEX consortium plays a pivotal role in promoting international cooperation in civil protection, conducting a series of field exercises that invite participation from local, national, and international entities. In this particular exercise, diverse modules including RO MUSAR (RO-USAR-01) from Romania, FR MUSAR 11 (MUSAR FRA-11), FR EMERPAS 2 (EMERPAS – FRA02) from France, and PL MUSAR from Poland, came together, each contributing their unique skills and expertise.
Participants were presented with a challenging scenario: a 6.06 RS earthquake, resulting in substantial impact on local communities and critical infrastructure. The primary focus of the exercise was to evaluate the teams’ readiness and performance during the initial life-saving phase following a disaster, necessitating prompt and well-coordinated action. The objectives were to foster a deeper understanding of international operations, enhance communication and interoperability, evaluate technical capacities, and improve safety and security measures during emergency responses.
Tailored learning objectives were set for each team, based on their previous experiences and areas of expertise. The Romanian USAR team worked on refining their information management skills, the French MUSAR team applied lessons learned from past deployments, the Polish team aimed to strengthen their cooperation within the USAR community, and the FR EMERPAS 2 focused on testing their adaptability and operational English proficiency.
In the course of the exercise, participants engaged with a diverse range of scenarios that effectively mirrored the complexities of international operations. This initiative offered them an invaluable opportunity to navigate authentic deployment settings under the EU Civil Protection Mechanism, while also addressing the distinct challenges associated with operations in less developed regions.
The program played a significant role in expanding professional connections across different sectors, fostering improved interoperability, and sharpening logistical and operational coordination skills. Additionally, it provided a distinctive platform for participants to evaluate and hone their technical skills, examine the functionality of their equipment, and deepen their understanding of vital safety and security protocols in emergency situations.
By providing a comprehensive and practical learning environment, the exercise contributed to the overall preparedness and proficiency of the participants, equipping them with the knowledge and skills necessary to excel in international disaster response and humanitarian missions.
