European Commission launches first UCPM Exchange for Young Firefighters

International Firefighters' Day, observed every year on 4 May, is a global moment of recognition for the men and women who dedicate their professional lives to protecting communities from fire, disaster, and emergency. In Europe, firefighters are central to national civil protection systems and to the broader framework of the Union Civil Protection Mechanism (UCPM).

International Firefighters’ Day this year, also marks the launch of a new European Commission initiative to prepare the next generation to carry this responsibility forward, announced by Commissioner Lahbib during the Preparedness conference in Brussels in March: the first UCPM Exchange of Young Firefighters.

This new initiative is led by the Commission, Directorate-General for European Civil Protection and Humanitarian Aid Operations, together with the Polish Fire University in Warsaw under the UCPM. Building on a pilot held in France in 2025 and following the upcoming regional 'Young Heroes' initiative led by the State of Baden-Württemberg (Germany), the 2026 edition is the first pan-European Exchange of Young Firefighters to be opened across the full UCPM community. It will bring together young professionals aged 18 to 25 from across Member and Participating States for a structured programme of joint training, institutional learning, and peer exchange.

A strategic commitment to youth

The EU Preparedness Union Strategy, adopted in 2024, places the engagement of young people at the centre of Europe's long-term approach to resilience. The ambition is not simply to train the next generation of civil protection professionals, but to shape a culture of preparedness — one in which cooperation across borders is embedded from the outset. For that to happen, the relationships need to start forming before the emergency occurs. 

The value of what comes after

What gives such initiatives their significance is not only the programme itself, but what they are designed to leave behind. Joint training, shared experiences, and exposure to different national systems are a starting point — the longer-term value lies in the connections formed. This human dimension complements the operational and technical aspects of interoperability, which remain central to effective joint response.

Creating connections that endure

The longer-term objective is not a single exchange, but the gradual development of a network of young European firefighters with a shared understanding of and commitment to the UCPM and working across borders. Over time, such networks can contribute to smoother coordination, stronger collaboration, and more effective responses to emergencies.

As risks become more complex and interconnected, investing in people and relationships is increasingly recognised as a core element of preparedness. International Firefighters’ Day provides an opportunity to acknowledge not only the work of today’s firefighters, but also the importance of building the foundations for future cooperation across Europe.
