
LAT EU MODEX 2025
This is the fourth exercise conducted by LOT 2 MODEX Consortium within Cycle 12.
A sport event will take place from 27 August to 14 September 2025 in Cyprus, Finland, Poland, and Latvia. Latvia will host Group A games (27 August–4 September), followed by the Round of 16, Quarterfinals, Semi-Finals, and the Final and Third-Place Game (6–14 September) at the Xiaomi Arena.
As a large-scale and significant event, it requires additional security and preparedness measures to ensure the safety of teams and visitors. To strengthen readiness, Latvia decided on 1 March 2025 to request Union Civil Protection Mechanism (UCPM) assistance by pre-positioning specialized CBRN teams in Latvia to support national authorities during the sport event.
On this day, international CBRN modules from Austria, Czech Republic, Greece, and Moldova arrived at the Reception Center, undergoing strict checks before being met by local media, underscoring the importance of their mission. Shortly after, they joined a High-LEMA Meeting to coordinate closely with local authorities and strengthen the response efforts. Meanwhile, the teams worked tirelessly to set up their Base of Operations, benefiting from a well-suited and welcoming location. Later, authorities requested an urgent assessment at a damaged railway station, where flooding, a train derailment, fires, and chemical leaks posed serious risks. Ensuring the safety of the surrounding community became the teams’ top priority as they prepared to respond on site.
During the day, modules from Austria, Czech Republic, Greece, and Moldova responded to several serious incidents. At a Research Reactor, flooding risks and an overturned truck during waste evacuation caused local contamination, requiring joint efforts to limit the spread. Teams also welcomed a high-level visit from government and embassy representatives. Later, Czech and Austrian modules supported checks at a Fish Farm to ensure water and soil safety after heavy rains and power outages. Meanwhile, authorities reported a suspicious package at the main postal hub, possibly linked to an earlier case, and Greek and Moldovan modules worked with national services to identify the substance and ensure public safety.
During the day, CBRN modules assessed safety at Xiaomi Arena to ensure a secure environment for the championship. They were then deployed to support Riga, where flooding affected CBRN sites and strained hospital operations, requiring international assistance. The day concluded with a final press conference, during which modules addressed media questions and officially wrapped up operations.
