An overview of the scenario
The exercise was based on a severe flooding scenario in the Republic of Moldova following days of extreme rainfall in June 2026. Rising river levels, widespread inundation, and failures of critical infrastructure led to large-scale evacuations, significant humanitarian needs, and a national state of emergency. In response, the Government of the Republic of Moldova requested international assistance through the Union Civil Protection Mechanism (UCPM), resulting in the deployment of several specialized international modules and experts to support flood response and recovery operations.
Day 1
The first day focused on the arrival and deployment of the participating modules, coordination with local and EU authorities, and the establishment of the Base of Operations. Following the initial briefings, the teams quickly transitioned into field activities, carrying out their first operational missions. The day highlighted effective coordination, strong international cooperation, and a rapid start to the exercise.
Day 2
The second day of the exercise featured complex flood response operations requiring close cooperation between international modules and local authorities. Teams worked together to reduce flood risks through high-capacity pumping, support emergency coordination and logistics, conduct search and rescue missions, respond to a simulated helicopter crash, contain environmental threats, and restore access to safe drinking water using emergency water supply and purification systems. The day highlighted the importance of coordination, interoperability, and international solidarity in managing large-scale emergencies.
Day 3
The third day of the exercise highlighted humanitarian support, continued monitoring activities, and the successful conclusion of the international response. Modules ensured the delivery of emergency relief supplies, monitored water quality to safeguard public health, and met with local authorities to hand over operational responsibilities and share key updates. The exercise concluded with a final press conference, where participants reflected on the operation, its achievements, and the importance of effective communication and international cooperation throughout the mission.
Closing ceremony
The exercise concluded with the official closing ceremony, marking the end of several days of intensive cooperation, coordination, and operational activities. The event recognized the commitment and professionalism of all participating modules, experts, and exercise staff, while highlighting the successful organization of the exercise by Inspectoratul General pentru Situații de Urgență al MAI (IGSU Moldova). Thanks to the host's efforts in creating a realistic and challenging training environment, the exercise provided a valuable opportunity to strengthen preparedness, interoperability, and international cooperation in disaster response.
