The fourth Modules Table-Top Exercise (ModTTX4) took place from 24 to 28 October 2022 in Divulje, Croatia. It was conducted at the Regional Education Center for Civil Protection near Split, Croatia, and elaborated a scenario of earthquakes and forest fires.
There were 27 participants from 12 different countries comprising of ten Modules Key Personnel teams, an EUCP Team and a TAST who took part in this exercise. Including Exercise Control (EXCON), certifiers, trainers, role players and support staff, about 60 persons were involved in the exercise. It was hosted by the Ministry of the Interior of the Republic of Croatia (MUP), in cooperation with the rest of the consortium, formed of the German Federal Agency for Technical Relief (THW-DE), the French National Fire Officers Academy (ENSOSP-FR), the Federal Public Service Home Affairs – Directorate-General for Civil Protection (DGCP-BE), the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR-SI), the Danish Emergency Management Agency (DEMA-DK) and the Escola Nacional de Bombeiros (ENB-PT).
The Modules present were Ground Forest Fire Fighting using Vehicles (GFFF-V) from Poland, Finland, Greece, Germany, Georgia and Portugal; a Structural Engineering Team (STC) from Italy; a Heavy USAR from Hungary and Medium USAR from Lithuania and Bulgaria.
The practiced scenario was an earthquake, which caused forest fires through the collapse of high-voltage power lines together with coinciding weather conditions (dry and the regional strong wind “bura”). The earthquake in the scenario had a magnitude of 6.5 on the richter scale. Through this quake, the road traffic was disrupted, the mobile networks, as well as the electricity supply, were seriously damaged, and major water supply pipe lines were also severely damaged, leaving certain afflicted areas completely without water. Through a damaged power line forest fires errupted in the area as well, exhausting the capacities of the local emergency response teams.
