To improve the EU’s preparedness and response to public health emergencies, the Commission is further strengthening its strategic reserves through the EU Civil Protection Mechanism and the Health Emergency Preparedness and Response Authority (HERA) by launching a new rescEU stockpiling call.
The establishment of the stockpiles will be overseen by two European Commission services, that is the European Civil Protection and Humanitarian Aid Operations (ECHO) and the European Commission service HERA who will ensure a cross-sectoral cooperation between health and civil protection authorities. Once established, Member States and Participating States will be able to request the mobilisation of relevant stock via the European Emergency Response Coordination Centre (ERCC).
This call will focus on medical countermeasures (MCMs) including therapeutics, personal protective equipment, intensive care unit (ICU) equipment and CBRN response equipment based on the three identified priorities: pathogens with pandemic potential, CBRN threats and antimicrobial resistance. Furthermore, Member States and Participating States can propose items relevant for the response to additional scenarios.
The total indicative value of the call is EUR 636 million and the deadline to apply is 11 May 2023. Proposals may be submitted by Member States or Participating States’ competent authorities, or other entities authorised by interested countries to develop rescEU capacities.
These stockpiles will complement the already existing 11 medical and the 4 CBRN stockpiles currently under development.
