Detailed description of the Project Consortium:
- Department of Civil Protection of the Office of the Government of Styria (Coordinator)
The Office of the Government of Styria with its Department for Civil Protection provides knowledge and expertise in prevention and preparedness and is divided in two subdivisions:
Subdivision civil protection: This subdivision is responsible for preparedness. Its tasks are drafting laws, regulations and directives for civil protection and all related matters as well as their execution, funding and supporting the rescue organizations, supervising the fire service organizations, monitoring services for the population, and training and exercises for both authorities and rescue/civil protection organizations.
Subdivision of disaster relief: With its 24/7 state warning center it is in charge of tasks relating to the response to disaster events, including early warning (f.e. avalanche early warning system), coordination between the rescue/civil protection organizations, maintenance of the communication technology (BOS digital radio system), response in terms of emergency and disaster medicine, and psychosocial support.
- Department for Emergency Situation – Ministry of Internal Affairs Romania
The Romanian Ministry of Internal Affairs is the public service in charge of, among other duties: establishing, by law measures, to protect the rights and fundamental freedoms, as well as public and private property.
The Department for Emergency Situations, Pursuant to Art. I of Government Emergency Ordinance 1/2014, is an operational structure without legal personality of the Ministry of Internal Affairs, in charge of the permanent national coordination of emergency prevention and management actions, the provision and coordination of human, material, financial and other resources needed to restore normality, including specialist first aid and emergency medical care in Emergency Care Units and Centres.
The Department for Emergency Situations coordinates the General Inspectorate for Emergency Situations, The General Inspectorate of Aviation (with regard to medical missions) and performs the operational coordination of ambulance services in counties and in Bucharest, of Emergency Care Units and Centres and of public mountain rescue services.
The Department for Emergency Situations is coordinated by Dr. Raed ARAFAT, who is a medical doctor, head of the Department for Emergency Situations and the founder of the Romanian SMURD system (Mobile Service for Emergency, Reanimation and Extrication), an integrated public service without legal personality, who works in the organizational chart of inspectorates for emergency situations, together with specialized personnel from emergency departments of hospitals.
- Protection and Rescue Sector, Ministry of Security of Bosnia and Herzegovina
The Ministry of Security of Bosnia and Herzegovina has competence over the protection of international borders, inner border crossings, traffic regulation at BiH border crossings, prevention and detection of perpetuators of criminal acts of terrorism, narcotics trafficking, falsifying domestic and foreign currency, trafficking in human beings and other criminal acts with international or inter-entity elements. It is also competent for international co-operation in all fields falling within the scope of competence of the Ministry.
The Ministry of Security is further competent for protection of persons and buildings, collection and use of intelligence of interest to the security of BiH, organisation of and streamlining the efforts of entity ministries of internal affairs and that of the Brčko District of Bosnia and Herzegovina in the field of security issues of interest to BiH, fulfilment of international commitments and co-operation in enforcing civil protection, co-ordinating entity civil protection services and their plans in case of natural or other disasters on the territory of BiH, and development of protection and rescue plans and programmes.
The Ministry of Security enforces the immigration and asylum policy in BiH and regulates procedures in regard to movement and stay of aliens in BiH.
GET reliefgoods.org GmbH is a limited company, based in Klagenfurt with the primary objective to improve the time needed for the procurement of relief items in emergency events where every minute counts. It operates an internet platform under the domain reliefgoods.org for the purpose of the initiation of orders relating to the delivery of goods between non-profit organisations, non-governmental organisations and relief organisations (NPO/NGO/CBO/FBO/MLO/IFRC/ICRC, governmental organisations and suppliers of relief goods). It aims at revolutionizing the procurement of relief goods in humanitarian crises and disaster events by providing a digital platform that enables all humanitarian stakeholders to correspond to disasters in real time and highly efficient. THe intuitive process design will help relief organizations to reduce their coordination costs and streamline their procurement processes in emergency cases as well as in routine procurement and replenishment. Between July 2019 – March 2020 Their main activity was to ensure the overall operations and administration of the accelerator hub for skill development in Libya (Hub based in Tunis): The project supported by and implemented in cooperation with SPARK and funded by the MoFA of the Netherlands aims to develop an accelerator hub for skill development in Libya supporting entrepreneurship and employment with a focus on SME development by Libyan youth. Besides its initial focus on IT, food production (Vertical Farming), fisheries, and supply chain/logistics (i.e., oil industry) new themes such as circular economy, renewable energies, electronics could be added. This was planned to further expand but due to Covid 19 pandemic crises stopped all activities. In Libya and Tunisia, they did the operational Planning and set-up of Operations and Administration as well as development and implementation of the Financial- and Management Systems, set-up and Coordination of the module for Supply Chain Management Training, development of the training plans and Operational Implementation of the training activities, Implementation and Reporting, Public and External Relations and Team Management. In Austria they worked on Business Development Project Proposals and Grant Applications for SOS CVI Somalia "From Emergency to Reconstruction: Empowering Communities“, AWS Social Innovation Call, Nicaragua/Ecuador ADA, Project Development King Hussein Hospital Amman – Vamed, Procurement of medicines and medical equipment MoH Sudan, DAWA Group, Affordable Housing – Polycare/Sacher, Curafa Rural Pharamcy Project Development – Merck/Sacher, Covid 19 Response, PEP Sourcing, SCM – Sourcing of medicines for the EU – Ard van der Mej, Sourcing of masks and other PEP commodities. Mr. Wedan has a long lasting experience in disaster response operations, especially in the field of logistics.
Project Support as subcontractors:
D.M.A.T. Consulting KG is a small sized enterprise (SME) in Austria since 2010. Regarding to Austrian Law the company is not obligated to make a balance sheet but does a double entry bookkeeping on voluntary basis. D.M.A.T. Consulting KG consisted in 2019 and 2020 of four people – one management director, one technical director and two employees. In 2019, the company was mainly involved in two Emergency Preparedness and Security tenders, one Contract No. ECHO/SER/ 2018/790947 PIug-in Exercises - Lot 2 and one Contract ECHO/SER/ 2018/790948 Host Nation Support Table-Top Exercises - Lot 3. D.M.A.T. Consulting KG was subcontracted by the Regional Government of Styria/Austria to conduct the whole project management of these two large proposals, to plan, organise and conduct together with 4 consortium partners three Host Nation Support Table Top Exercises in Austria, Albania and Ghana as well as on short notice two PlugIn exercises in the Caribbean on 5 different islands (Curacao, Sint Maarten, Bonaire, Saba, Sint Eustatius). This meant not only to prepare the scenarios and injects (e.g. for the two PlugIn exercises 350 injects were prepared with description of the inject itself, expected outcome and reaction of the teams/organsition etc.), but also prepare the whole exercise logistics, communication etc. from abroad. Furthermore DMAT is/was involved in a H2020-SU-INFRA-2018-2020 project called SecureGas; Securing The European Gas Network (2019 -2021), mainly involved on Ethics and training and communication as well as in an ESA, ARTES IAP Demonstration project, B-SURE : Benefiting from Space for Urban Resilience Excellence (2019 – 2020) – involved in user requirements and trainings and exercising. Besides that, some subcontracting was done on training, lecturing and evaluation in the following topics: Assessment Mission course of the European Civil Protection Mechanisms in Cyprus (26th course for DMAT), Evaluation of the Intergovernmental Authority on Development (IGAD) for East Africa in Ethiopia and a meeting/project with Jordan – Israel and Palestine on disaster preparedness. In the different projects DMAT is either involved as the experienced end user with a massive field experience in disaster response operations or as planner, organiser and conductor of Table-Top Exercises and Field exercises.
- Prepared International UG
Prepared International (PPI) is a small to medium sized enterprise registered as a limited under German law.
In 2019, PPI was involved in two DG ECHO tenders, one Contract No. ECHO/SER/ 2018/790947 PIug-in Exercises - Lot 2 and one Contract ECHO/SER/ 2018/790948 Host Nation Support Table-Top Exercises - Lot 3. Prepared International was contracted by the Regional Government of Styria/Austria to conduct, plan, organise and conduct together with 4 consortium partners three Host Nation Support Table Top Exercises in Austria, Albania and Ghana as well as on short notice two PlugIn exercises in the Caribbean on 5 different islands (Curacao, Sint Maarten, Bonaire, Saba, Sint Eustatius). This meant not only to prepare the scenarios and injects (e.g. for the two PlugIn exercises 350 injects were prepared with description of the inject itself, expected outcome and reaction of the teams/organisation etc.), but also prepare the whole exercise logistics, communication etc. from abroad. In addition, PPI supported as a project partner the DG ECHO project “AMARE-EU” focusing on the integration of non-native communities into urban resilience building in Europe. PPI had been responsible for the field of emergency preparedness and population movements and had been leading simulations in Rotterdam and Heraklion on the topic. During the annual meeting of DPPI SEE, PPI was joining the Advisory Board of the regional disaster preparedness and prevention initiative and had been supporting since. PPI had been leading the organizational development analytics for the Intergovernmental Authority on Development (IGAD). In addition, PPI conducted the Ready 2 Respond Analytics and Investment Planning for Cabo Verde (on behalf of the World Bank) and started the Ready 2 Respond Analytics for the WB (on behalf of World Bank and EU). Further assignments included the re-development of the Humanitarian Assistance in West Africa Course or several training and lecturing assignments.
- Resilience Solutions International
Resilience Solutions International is a consulting company from Austria established in 2017. Company employs one managing director and chief technical advisor and various short-term experts. As per Austrian legislation company is not obliged to make a balance sheet but does a double entry bookkeeping on voluntary basis. Resilience Solutions International is working through a wide range of consultancy contracts on raising capacities in the area of disaster risk reduction, risk management and climate change mitigation both in Austria and other countries. These include designing and conducting regular staff management trainings for emergency service personnel and CBRN first responders in Austria. In 2019, the company was part of consortium that implemented Contract No. ECHO/SER/ 2018/790947 PIug-in Exercises - Lot 2 and one Contract ECHO/SER/ 2018/790948 Host Nation Support Table-Top Exercises - Lot 3. Through these contracts company was organizing and implementing three Host Nation Support Tabletop Exercises in Austria, Albania and Ghana as well as short notice two PlugIn exercises in the Caribbean on five different islands (Curacao, Sint Maarten, Bonaire, Saba, Sint Eustatius). The company was subcontracted by the Regional Government of Styria/Austria to participate in designing the scenarios and injects for the above-mentioned simulation and table top exercises and lead organization and implementation of highly complex logistics for the exercises that included coordination and cooperation with wide number of participants from different governments, international organizations, private sector and civil society organizations. Resilience Solutions was further involved in a mapping exercise (subcontracted by ICF) to identify civil protection knowledge holders from Austria.
