The ‘Scientific Opinion on Strategic Crisis Management’ was presented in the European Parliament to Commissioners Gabriel and Lenarčič together with the Statement on ‘Values in times of crisis’ produced by the European Group on Ethics in Science and New Technologies.
The Group of Chief Scientific Advisors to the European Commission and the European Group on Ethics in Science and New Technologies presented Commissioners Gabriel and Lenarčič with the report ‘Scientific Opinion on Strategic Crisis Management in the EU’ on 22 November 2022. The report was informed by the Evidence Review Report prepared by the Science Advice for Policy by European Academies (Sapea) consortium, and the Statement on ‘Values in times of crisis’'. The Scientific Opinion and the Statement are complementary in that they consider differently crucial aspects of strategic crisis management.
The recommendations provided by the Opinion are grouped around six main recommendations:
- Overarching recommendation on roadmap and synergies;
- Strengthening governance for strategic crisis management;
- Resilience of critical infrastructures;
- Financial and economic tools for resilience;
- Building and maintaining trust with citizens empowered and participating to crisis mitigation efforts;
- Interoperable, high-quality data, and easy to communicate information for crisis management.
