On June 3, 2026, at the Ministry of Justice, a service agreement was signed with the Paris Police Prefecture, represented by Denis Collas, deputy director of the Central Brigades, and Alexandre de Bosschère, deputy secretary general of the ministry.
The signing of the service agreement with the Paris Police Prefecture on June 3, 2026, marks a new milestone in the rollout of the SIVAC application (Interministerial Information System for Victims of Terrorist Attacks and Disasters). This agreement strengthens operational cooperation by expanding secure access to the system and allowing the relevant agencies to enter data directly, thereby contributing to faster, more coordinated, and more effective care for victims.
Launched in 2017, the SIVAC project aims to improve the monitoring and care of victims during mass incidents. A first decisive milestone was reached in 2021 with the launch of an initial functional module enabling the secure import and distribution of victim lists to victim assistance partners.
In 2023, the integration with SINUS marked another milestone by facilitating the automated import of data from fire and emergency services, thereby strengthening crisis management capabilities.
Since then, SIVAC has been deployed by the PNAT (National Anti-Terrorism Prosecutor’s Office) and the SDAT (Anti-Terrorism Sub-Directorate) in response to the attacks that occurred during this period. The tool subsequently proved its value during the 2024 Olympic and Paralympic Games, before undergoing further development thanks to financial support from the European Commission, notably through the integration of SI-VIC data (hospital data from the Ministry of Health).
These advancements now provide users with comprehensive information, enabling them to view on-site and hospital casualty reports, create a consolidated casualty report, and determine the location of victims within healthcare facilities, all while continuing to improve the application.
As part of this ongoing partnership, a new SIVAC exercise will be held in the fall of 2026 in collaboration with the Police Prefecture. Based on a realistic scenario, this exercise will allow the various stakeholders to simulate real-world situations and test the use of the app under conditions similar to those encountered during crisis management. This simulation will help evaluate procedures, strengthen coordination among agencies, and further improve the tool. The teams are delighted with this new collaboration, which demonstrates the users’ shared commitment to providing increasingly effective care for victims.
