The first step of the CivPro-LiNC project was to conduct an inventory of existing situations in which emergency management and civil protection organizations operating in border regions make use of cross-border liaisons. The key question was how these organizations had arranged and organized such cooperation among themselves?
Based on interviews, plans and procedures collected from these regions, the State Analysis Report was developed. The State Analysis Report subsequently served as the foundation for the project's key deliverables, including the Liaison Manual, the Definition and Job Description of the cross-border Liaison as foreseen within the CivPro-LiNC project.
As the information contained in the State Analysis Report included confidential data, the report was classified as sensitive in the project proposal and is therefore not publicly available.
To ensure that the findings of the State Analysis Report can still be shared with the wider civil protection community, a Summary of the State Analysis Report has been prepared. All confidential and sensitive information has been removed from this summary.
