Tenders - International cooperation CP programmes

The tender aims to procure on-site external technical assistance on civil protection. The assistance target Western Balkans and Turkey and Southern neighbourhood countries. These countries are beneficiaries respectively under the EU-funded Instrument of Pre-accession Assistance (IPA) and the Programme for Prevention, Preparedness and Response to Natural and Man-made Disasters (PPRD) South IV regional programmes. The action will provide a team of regional permanent experts for the two regions, and a team of short-term experts who can be mobilised according to needs. 

The objective of the call is to contribute to provide DG ECHO with technical on site expertise to assist the participating countries, their local authorities and other regional stakeholder, contributing to a smooth implementation of the civil protection cooperation programmes such as the IPA III and the PPRD South IV, and enhance their regional impact in the beneficiary countries. 

The subject of the call for tender is to carry out a multi-country study based on a comprehensive analysis of the disaster risk landscape in the targeted regions and their capabilities/capacities to respond to disasters. The study will target beneficiaries from the Instrument of Pre-accession Assistance (IPA) and European Neighbourhood policy countries (Southern and Eastern neighbourhood). 

The general objective of the regional mapping study is to inform priorities for the Union Civil Protection Mechanism (UCPM)’s external cooperation with the IPA beneficiaries and Neighbourhood countries in order to strengthen the UCPM model, also providing priorities for future actions/programmes and partnerships in the IPA beneficiaries, Southern and Eastern neighbourhood countries. 

The estimated total amount of all services is EUR 2 940 000. Deadline for submitting applications is 23 September 2022.
