Description

The AKRA-MERANDA Project introduces Türkiye’s first integrated, multi-hazard disaster risk management (DRM) framework tailored for critical infrastructures such as the Akkuyu Nuclear Power Plant (NPP), SEVESO-classified industrial facilities, and Mersin International Port. Aligned with the Union Civil Protection Mechanism (UCPM) Track 1 – Priority 1 and the Union Disaster Resilience Goals (DRGs), the project supports Türkiye’s strategic and operational alignment with EU civil protection standards. Mersin Province was selected as the pilot region due to its high-risk profile, combining seismic, hydrometeorological, technological, and industrial hazards, and its geopolitical relevance as a key trade corridor in the Eastern Mediterranean. The project consists of four work packages: (1) conducting multi-hazard risk assessments and preparing site-specific SOPs and Business Continuity Plans (BCPs); (2) strengthening institutional and public capacity through CBRN and chemical safety training, public awareness campaigns, and simulation-based drills; (3) integrating project outputs into national policy frameworks such as TARAP, TAMP, and IRAP, while supporting the transfer of good practices; and (4) ensuring effective project coordination, quality assurance, and visibility. By embedding digital tools, climate resilience, and inclusive methods, the project creates replicable and sustainable solutions for other UCPM participants. Ultimately, AKRA-MERANDA enhances Türkiye’s and the region’s readiness for complex, cross-border disaster scenarios involving nuclear, chemical, and port-related risks.
