Description

The project “Continuity for Resilience: A Structured, Multisector Approach Tailored to Civil Protection Systems” aims to strengthen the operational continuity of the Italian Civil Protection system by developing a structured, scalable, and multisector methodology based on recognized international standards (e.g. FEMA, ISO). Building on the outcomes of a national-level stress-test, implemented in the framework of the EU flagship initiative on Resilience Goal N.5, the project will co-design guidelines, training materials, and pilot activities involving national and regional civil protection authorities, civil society (volunteer organizations), and the private sector (Confindustria and SMEs) as end-users. As a key outcome, the project will support the drafting of a Continuity Plan and a Continuity Program for the national authority, providing a replicable model for other actors within the system. Pilot training and stress tests will be conducted with 3 regional authorities, 3 volunteer associations, and 3 SMEs, ensuring multisector engagement and practical application. Within civil protection functions, specific attention will be given to activities related to the participation in the Union Civil Protection Mechanism (UCPM), ensuring alignment with European-level operations and standards. Through tailored training and stress-testing, the initiative will improve preparedness and coordination across sectors, enhancing the system’s resilience in line with Union Civil Protection Mechanism (UCPM) priorities, particularly Resilience Goal 5. Outputs will be made available for wider dissemination, promoting future scalability and policy integration, enabling replication across other regions, volunteer associations, and business sectors. Results will be relevant to EU and MS/PS as they will be shared via EU channels including the Knowledge Network and the EU flagship initiative.
