Description
The Law on Crisis Management and Civil Protection of the Republic of Lithuania, which entered into force on 1 January 2023, regulates that the entities of the crisis management and civil protection system shall plan measures during the preparation process so that persons with disabilities are also provided with the necessary assistance in the event of incidents, emergencies, crises and emergencies. It also stipulates that persons with disabilities shall be alerted about events, emergencies, and imminent or actual situations and informed about crisis management and civil protection issues in accessible ways.
For this regulation to be effectively applied in practice, it is necessary to have information about persons with disabilities, conveniently accessible and centrally managed at the national level employing modern information technology, such as the number of persons with disabilities, the nature of their disability (mobility, sight, hearing, etc.), their contact details, etc. This information is essential for municipalities, as they are responsible for organising the evacuation of the population, the selection of collective protection structures and shelters, the education of the people, etc., and it is, therefore, necessary to have the functionalities and the data to be used and managed at the level of individual municipalities. Currently, there is no single register of persons with disabilities in the country that contains all the necessary data.
The implementation of the project objectives will result in more effective coordination of certain processes of the crisis management and civil protection system, both at national level and in municipalities, taking into account the needs of persons with disabilities. An initial survey of persons with disabilities and data analysis has already been carried out, which explored the need to clarify deeper the problems of these persons in the context of emergency situations.
