"Iceland faces multiple natural and non-natural hazards that may overwhelm national response capacities, necessitating a well-developed system for requesting, receiving, and coordinating international assistance. This project aims to operationalize and strengthen Host Nation Support (HNS) capacity in Iceland, focusing on transforming existing theoretical frameworks into practical operational readiness.
The ""OSI"" project aligns with Priority 3 of Track 1: 'Investments to improve crisis management capabilities' and will develop strategic disaster risk management actions through Iceland's Department of Civil Protection and Emergency Management. Building upon previous foundational work, the project will implement and test Standard Operating Procedures (SOPs) and conduct capacity-building for different components of the HNS system.
By enhancing Iceland's ability to manage international assistance during emergencies, the project contributes to three Union Disaster Resilience Goals (DRGs): improving risk management planning (Anticipate), increasing preparedness (Prepare), and ensuring a robust civil protection system (Secure). The project will strengthen technical and institutional capacity, foster internal cooperation between various services, and develop crucial cross-border crisis response arrangements, ultimately supporting the effectiveness of the Union Civil Protection Mechanism.
