SEE ME 2

The "Safe and Equal in EMErgencies 2 - SEE ME 2" project aims to improve the safety and equality of the persons with disabilities in emergencies by improving the understanding of disaster risk among the persons with disabilities and to strengthen the capabilities of the civil protection operational forces in dealing with persons with disabilities in emergencies.

Description

Project SEE ME 2 (Safe and Equal in EMErgencies 2) aims to contribute to the equalisation of opportunities for persons with disabilities in emergencies. It is a continuation of the SEE ME project and leans on the activities started during its implementation. 

Persons with disabilities face considerable barriers in different areas of their social life, despite the adoption of the United Nations Convention on the Rights of Persons with Disabilities in 2006, and the 2021-2030 European Disability Strategy followed by the national strategies and plans. This particularly refers to inadequate access to and the provision of protection and rescue during emergencies, resulting from the lack of common standards in protection and rescue of persons with disabilities. Although persons with disabilities are recognised as a particularly vulnerable group, their right to equal rights and opportunities in emergencies is often neglected in civil protection procedures. First responders are not trained in the specifics of rescue and protection of different disability groups. Persons with disabilities also need training on how to behave in the case of emergency and how to be better prepared.

In the light of the above mentioned, the aim of the project is to improve the safety and equality of the persons with disabilities in emergencies through:
- Collection and exchange of best practices and expertise at the EU level,
- Development of Training program for first responders related to protection and rescue of persons with disabilities in emergencies,
- Implementation of training for the first responders including 112 operators through “train the trainers” model,
- Empowering persons with disabilities in order to increase their resilience to disaster risks, 
- Upgrade of GIS system assisting rescuers in locating and rescuing persons with disabilities.

SEE ME 2 aims to improve the understanding of disaster risk among the persons with disabilities and to strengthen the capabilities of the civil protection operational forces in dealing with persons with disabilities in emergencies.
