Description

In recent years, the emergency warning model for exceptional circumstances has been developed. During this development process, it has become evident that the technical system for warning the population and the related operational arrangements do not fully meet the requirements of current threat models and the operating environment. The warning system should be multi-channel and enable protective actions for the population nationwide within a very short time frame. Currently, the population can be warned about airborne threats using fixed public warning sirens, which are intended to alert people outdoors, and emergency broadcast messages. The fixed siren system has not been built uniformly or with national interoperability in mind. The aim of SIREN is to develop further develop the mobile alert system through adding a feature to the existing 112 mobile application to warn the population about airborne threats. The 112 app has almost 2 million active users. As the topic of airborne threats is sensitive and possibly alarming, there will also be a communication campaign designed to increase the population's awareness on the new feature, increase general awareness on and usage of the 112 app and promote correct actions during an alarm.
