The overall purpose of these workshops is to bring UNDAC and EUCP Team Leaders together to foster effective collaboration in the field, based on the formal agreement and other related documentation between DG ECHO and UN OCHA, and to strengthen the networking between these two teams. A total of 96 Team Leaders (48 EUCPT and 48 UNDAC) will attend the four workshops planned to take place throughout 2023 and 2024.
These workshops are expected to allow participants to exchange and share experiences, which will help them understand the specific mandates and roles of the different teams, and how these should work together. They will, in particular, allow participants to understand and discuss the reviewed 2015 Administrative Arrangement, the Operational Guidelines for filed cooperation between EUCP and UNCAR teams, and the draft Standard Operating Procedures (SOPs) between the Emergency Response Coordination Centre (ERCC) and UN OSHA-RSB.
The methodological approach in place will also contribute to enhancing important transversal competences, related to soft skills considered key for successful cooperation in the field, including intercultural awareness, communication and leadership skills. Participants will also be able to understand how to tailor and apply the different skills based on the different contexts and settings.
Upon completion of the workshop, the participants will be able to:
- Describe the broad lines of the revised Administrative Arrangement between UN OCHA Response Support Branch and DG ECHO;
- Describe and implement the operational guidelines for field between EUCP and UNDAC Teams;
- Understand the UN OCHA and UCPM respective mandate, including the similarities and differences; - Understand the EUCP and UNDAC Teams respective generic terms of reference; recognise complementarities and create synergies between the two;
- Identify EUCP and UNDAC Teams’ common issues, challenges and be able to implement solutions to ensure effective collaboration in joint deployment missions;
- Describe the Standard Operating Procedures between the ERCC and UN OCHARSB;
- Understand implications of UCPM or UN technical expertise embedded in a EUCP or UNDAC Team;
- Interact effectively in a high-level environment/meeting respecting etiquette.
Context
The Civitas Soteria Consortium is currently responsible for the implementation of this Framework contract, being led by ICF and integrating organisations with diverse experience in the field of Civil Protection, research, disaster medicine, humanitarian health and risk reduction, training and mutual learning activities in the Sector of Civil Protection. Organisations part of the consortium are, in addition to ICF: MDF, Scuola Superiore Sant’Anna, Up Learning, CI3R, and CRIMEDIM.
The consortium is also supported the by Civil Protection Agencies of Bulgaria, Finland, Germany, Italy, Portugal, Romania and Spain. This specific request for services will be led by MDF with the support of ICF.
