Recovery and Resilience Facility (RRF)

The Recovery and Resilience Facility is a EUR 650 billion performance-based funding instrument. It is designed to mitigate the economic and social impact of the Coronavirus pandemic and make European economies and societies more sustainable, resilient and better prepared for the challenges and opportunities of the green and digital transitions.

What does it finance?

Member States’ Recovery and Resilience Plans set out a coherent package of reforms and investments to be implemented by 31 August 2026. Each plan includes a coherent set of reforms and investments across six policy areas, including: 

  • Green transition
  • Digital transformation
  • Smart, sustainable, and inclusive growth
  • Social and territorial cohesion
  • Health and resilienceopens in new tab
  • Policies for the next generation, including education and skills 

What kind of funding does it provide?

The Recovery and Resilience Facility provides both grants (EUR 359 billion) and loans (EUR 291 billion) to Member States.  

Which authorities are responsible for this instrument?

The Reform and Investment Taskforce of the Secretariat General (SG REFORM, European Commission) and Directorate-General for Economic and Financial Affairs (DG ECFIN, European Commission) are responsible.  

Which countries are eligible?

EU Member States. 

Who is this call for?

The Recovery and Resilience Facility provides financial support exclusively to EU Member State governments, which act as the sole applicants and beneficiaries. Funding is channelled through approved national Recovery and Resilience Plans. While Member States may use the funds to support various legal entities (e.g. public authorities, private organisations, universities), these entities do not apply directly to the RRF - only the national government submits and manages the funding requests.
