DEMONAX Table Top Exercise

The Table Top Exercise (TTX) of the DEMONAX Project took place in Larnaka, Cyprus, on the 26th and the 27th of February 2026, at the premises of the District Administration of Cyprus Civil Defence. The Table Top Exercise provided all project participants (players and controllers) with the opportunity to test the operational arrangements for the implementation of the DEMONAX Full-Scale Exercise.

EarthquakeTsunami

The Table Top Exercise (TTX) of project DEMONAX provided the opportunity for all project stakeholders to get acquainted with the full DEMONAX exercise earthquake / tsunami scenario, as this will be tested during the implementation of the DEMONAX Full-Scale Exercise. In particular, representatives from all local and international players who are foreseen to participate in the DEMONAX FSX cooperated in simulated activities which were triggered by relevant injects provided by the TTX Exercise Control (EXCON) Team. These injects were based on the foreseen earthquake / tsunami scenario of the DEMONAX FSX. 

The specific objectives of the DEMONAX TTX were the following:

  • Test the awareness of the roles and responsibilities of all Cyprus agencies involved in the implementation of the National Emergency Plan 'Egkelados'.
  • Test the effectiveness of communication and information exchange mechanisms between all Cyprus agencies involved in the implementation of the National Emergency Plan 'Egkelados'. These mechanisms include the use of electronic tools.
  • Test the awareness of the activation process of the European Civil Protection Mechanism (UCPM) by the competent Cyprus authorities during the response to an earthquake with catastrophic consequences.
  • Test the effectiveness of implementation of the Host Nation Support Guidelines of the European Civil Protection Mechanism (UCPM) by the competent Cyprus authorities during the response to an earthquake with catastrophic consequences.
  • Test the effectiveness of communication and information exchange mechanisms between Cyprus agencies and incoming international Civil Protection Units involved in responding to an earthquake with catastrophic consequences. These mechanisms include the use of electronic tools.

 

The DEMONAX TTX tested the awareness of the roles and responsibilities of all Cyprus agencies involved in the implementation of the Cyprus Earthquake Emergency Response Plan, as well the effectiveness of the communication and information exchange between the agencies during response operations. 

Furthermore, the TTX scenario involved a simulation of the activation of the European Civil Protection Mechanism (UCPM), as well an assessment of the effectiveness of the communication and information exchange mechanisms between Cypriot authorities and incoming UCPM International Capacities.

The Controllers of the DEMONAX Table Top Exercise were Officers and Volunteers of Cyprus Civil Defence, as well as representatives of the DEMONAX project consortium.

The Lessons Learned from the comprehensive evaluation of the DEMONAX TTX will provide the basis for the finalisation of the DEMONAX Full-Scale Exercise, which is foreseen to take place during early 2027, in Larnaka, Cyprus.
