European Civil Protection Pool: New Guide to Response Capacities

A closer look at the EU's pooled disaster response network.

The European Civil Protection Pool (ECPP) was established in 2014 to make the Union Civil Protection Mechanism's (UCPM) disaster response more predictable, coordinated and effective. Member States and UCPM participating states voluntarily commit response capacities to the Pool, making them available for deployment for an agreed period, provided they successfully complete a certification process confirming they are fit for international missions.

Updated to reflect Commission Implementing Decision (EU) 2025/704 of 10 April 2025, the brochure covers newly established modules and other response capacities alongside the existing ones. Capacities are grouped by operational theme, with each entry setting out what it does, its technical requirements and how it is deployed.
